यह क्या है

  • पुलिस राज्य सूची का विषय है, और केंद्र का साधन धन है। Modernisation of Police Forces की छत्र योजना, जो एक केंद्र प्रायोजित योजना (Centrally Sponsored Scheme) है, राज्य पुलिस और केंद्रीय सशस्त्र पुलिस बलों (central armed police forces) का वित्तपोषण करती है; इसकी उप योजना, पुलिस आधुनिकीकरण के लिए राज्यों और केंद्र शासित प्रदेशों को सहायता (ASUMP), हथियारों, संचार, फोरेंसिक और अवसंरचना का खर्च उठाती है।
  • परमवीर सिंह सैनी बनाम बलजीत सिंह (2020) में उच्चतम न्यायालय (Supreme Court) ने हर पुलिस थाने और जाँच एजेंसी में ऑडियो और वीडियो वाले CCTV लगाने, फुटेज कम से कम अठारह महीने तक रखने, और राज्य तथा जिला स्तर पर निगरानी समितियाँ बनाने का आदेश दिया। 2025 में न्यायालय ने उदयपुर के पुलिस थानों में कैमरे काम न करने की एक रिपोर्ट पर स्वतः संज्ञान (suo motu) लिया, और तब से अनुपालन की जाँच कर रहा है।

क्या हुआ

  • 31 अगस्त 2026 के एक शपथपत्र में केंद्र ने न्यायालय को बताया कि वह पाँच वर्षों में ₹24,000 करोड़ के प्रस्तावित परिव्यय वाला एक Police Modernisation Mission तैयार कर रहा है, जो प्रारंभिक चरण में है और जिसके लिए प्रशासनिक और वित्तीय स्वीकृति माँगी जा रही है। मिशन में CCTV के प्रावधान होंगे, पर घटकों का विवरण तैयार नहीं था।
  • न्यायालय ने केंद्र से कहा कि नई योजना का मसौदा बनते समय ASUMP का मौजूदा धन बेकार न पड़ा रहे: 1 अगस्त तक उप योजना के अंतर्गत ₹450 करोड़ उपलब्ध थे और उनमें से केवल आधे का उपयोग हुआ था, जबकि अधिकांश राज्यों ने या तो CCTV का कोई प्रस्ताव नहीं भेजा था या ऐसा प्रस्ताव भेजा था जो Bureau of Police Research and Development के मानकों पर खरा नहीं उतरता था। बताया गया कि झारखंड में 2020 से एक भी कैमरा काम नहीं कर रहा था।

यह क्यों महत्वपूर्ण है

  • करोड़ों में मापी जाने वाली आधुनिकीकरण योजना न्यायालय के उस आदेश के बगल में खड़ी है जिसका पालन अधिकांश राज्यों ने छह वर्षों में नहीं किया। कमी धन की नहीं है, क्योंकि ASUMP का धन बिना उपयोग पड़ा था, बल्कि प्राथमिकता की है, इसीलिए न्यायालय वह अनुवर्ती कार्रवाई कर रहा है जो योजना की अपनी निगरानी को करनी चाहिए।
  • पुलिस सुधार पर 2006 के प्रकाश सिंह निर्देश, जो कार्यकाल, जाँच को कानून व्यवस्था (law and order) से अलग करने और शिकायत प्राधिकरणों से जुड़े हैं, इन सबसे अछूते हैं; आधुनिकीकरण मिशन उपकरण खरीदता है, सुधार नहीं।

Since one year, he has been the Superintendent of Police (SP) of a district with a history of frequent rioting. Last year, Ravi had sought installation of an AI enabled software for predictive policing. This system has been operational for approximately six months. They submitted a memorandum that the new system is faulty as it is based on incorrect historical data caused by social biases and discriminatory policing. The memorandum also alleges that the increased surveillance has created a climate of tension amongst residents. This feeling is aggravated by the fact that the residents are not aware of the data noted against their names.
