- The International Criminal Court at The Hague, created by the Rome Statute of 1998 and at work since 2002, tries individuals for genocide, crimes against humanity, war crimes and aggression; a State Party may withdraw under Article 127, with effect one year after the United Nations Secretary General receives its notice.
- Chad's withdrawal was effected on 27 July 2026, the UN depositary recorded, and takes effect on 27 July 2027; Chad had ratified the Statute in 2006.
- Chad's stated reasons: of the Court's 13 investigations, nine concern African situations, and six of its seven detainees are from them, which Chad reads as concentration on Africa and political use; it says African and national courts, such as the Extraordinary African Chambers that tried Hissène Habré, can now try such crimes. The Court had 125 States Parties in May 2026, 33 of them African.
- Burundi (2017) and the Philippines (2019) left before it; India, like the United States, China and Russia, has never joined, objecting to the Prosecutor's power to begin cases on his own motion and to the Court's reach over non parties.
Exam lens: the Rome Statute of 1998, in force 2002; the Court sits at The Hague and is not a UN organ; Article 127 withdrawal takes a year; India is not a party; the four crimes.
